forks will not raise or lower intermittently

Can still hear motor whining/whirring when raise is commanded but forks do not raise. playing with tilt fixes it... seems like it has a "bad spot" in a certain tilted position that throws out the lift/lower... i've pulled off the lift/lower and auxiliary valve blocks, took them apart did not find anything wrong. tried a different pressure relief valve on the lift/lower valve, problem still occurs. tried a different solenoid on the lift/lower manifold.. same problem. not sure what else I can try

after testing and trying multiple things I swapped the lockout control box (tb601 and tb602) and it fixed the lower and raise problem, but introduced a new problem. tilt down doesn't work unless forks are on the floor.. if I unplug the solenoid under the lift motor, tilt up/down works, but I lose up/down with the forks. if I unplug the solenoid mounted to the torque generator on the rear of the machine below the steering handle, I lose everything except lower...
