So, I finally got around to this. I bought a repack seal kit.
When I was taking this apart, I removed the checkvalve at the bottom of the rod. I'm not that experienced, by the way.
I had an idea of what it was and saw the spring inside. When I used a screwdriver to push the valve down, it was very hard to push and then gateway and opened. Now it moves freely with little effort.
Am I safe to assume it was likely stuck and caused this issue? If so, do you think it is fine to put it back and and resume operation? Or, does it need to be replaced for good measure?
From your picture this truck is lifting the back channels are up and the full free cylinder is not working properly because you have had fluid above the packing you are going to have to repack the front cylinder and replace the check valve in the bottom of the cylinder. That should make the full free cylinder work properly. Good luck.

I'm curious if you know if I need to remove the plate that sits atop the hydraulic oil tank to get to the filter #7.
Also, how do I access other other filter? Is that located in the tank as well?

I attached the hydatic diagram for your YALE truck as you can see there are two hydraulic filters one in the hydraulic oil tank neck which is filter NO.7
the other filter is NO.8 in the hydraulic suction line.
You must check these two filters.
also you must check suction hose NO.33 which maybe leaking or damage.
If your problem still present then hydraulic pump NO.55 need to change
Looking at your picture the mast isnt staging correctly, the sections shouldnt be up untill the forks hit the top of the first section.
Could be ram seals could be the check valve in the bottom of the lift ram.
could be various things but id start there
