I have a Yale GLC030 (GLC030BFNUAE082LPS - SN A809N02334T). It is one of those situations - I have owned it for 5 years and bought it cheap. It has been reliable and I use it once a month or so.
Recently it has not wanted to lift. Just to raise the boom with no weight, it goes pretty slow and I have floor the gas to get it to go up. If I add weight, I don't get very far and it stops.
I have also noticed when I put it in forward, it hesitates and then pulses forward. That seems pretty new and it didn't really do that in the past. I could live with that, I just need it to lift.
What are the first-things-first that I should look at. I checked hydraulic fluid and it is full.
I haven't done much more than change the oil on this. So, maybe a filter is clogged? I am looking for ideas.

From your picture this truck is lifting the back channels are up and the full free cylinder is not working properly because you have had fluid above the packing you are going to have to repack the front cylinder and replace the check valve in the bottom of the cylinder. That should make the full free cylinder work properly. Good luck.

I'm curious if you know if I need to remove the plate that sits atop the hydraulic oil tank to get to the filter #7.
Also, how do I access other other filter? Is that located in the tank as well?

I attached the hydatic diagram for your YALE truck as you can see there are two hydraulic filters one in the hydraulic oil tank neck which is filter NO.7
the other filter is NO.8 in the hydraulic suction line.
You must check these two filters.
also you must check suction hose NO.33 which maybe leaking or damage.
If your problem still present then hydraulic pump NO.55 need to change
Looking at your picture the mast isnt staging correctly, the sections shouldnt be up untill the forks hit the top of the first section.
Could be ram seals could be the check valve in the bottom of the lift ram.
could be various things but id start there
