No Lift - Tilt and power steering work great

I have Nissan Model: MPL01A20LV Chassis No.: PL01-9G1270.

As subject stated tilt and power steering work fine. Bought lift with bad engine, installed used engine, now I have every dash light under the sun lit or flashing, and I have no up or down mast function. When i move the up or down handle, you can tell fluid is building pressure as engine will bog down or lose rpms when trying to go up or down. I can easily raise mast a few inches with a floor jack. It does not appear to be jammed or locked. At start up, I had error code e-28 or 29 flashing, but I thought that was because i forgot to plug in the cam sensor. Any help would be greatly appreciated. Interlock issue? Help me p-p-p-please. :)

clear the codes using an obd2 scanner. plug is located under cup holder. scanner will not work to trouble shoot truck but will clear the codes. then check seat switch and seat belt switch. next see it soleniods are energized. next after that doesnt work check preasure relief and flow valve. flow valve may just need cleaning. test by backing off the emergancy lowering valve slightly.
