slow to power up

i have a 95 e40xl having power up issues.when you turn the key to start/run position the first time it takes about 5 min. to power up the travel/power steering circuit,after that initial start up you can cut it off & it will power right back up but the longer it sits the longer it takes.
any help would be greatly appreciated
