Runaway Hydraulic Fan

Customer has S120FT roll clamp truck.

The Hydraulic fan is constantly running on high even when the truck is cool.
The reversing option of the fan is not working when you depress the button and the fan only slows down while using the Tilt function.

Replaced both of the valves going into the front of the valve block and still have the same issue.
Next will be replacing the alumium valve body altogether to rule out an internal crack bypassing the fluid..

Anybody got any ideas? I really don't want to just throw parts at this machine.
