CLARK - Forward/Reverse Issue

Hello all! I'm Mark. New on here so bare with me. I have a Clark forklift I picked up and need some help. Forklift starts, runs, mast goes up and down, tilts forward and back as it should. When I put it in forward or reverse it barely moves. I pushed it with another forklift thinking the brakes were locked up but it rolls freely. It seems to move more in reverse than forward if that info helps any. I tilted the mast forward and checked the trans fluid it was a little low so I topped it off. The linkage from forward and reverse seems to move nicely. The main brake pedal is hard. The inching pedal moves in and out fine I opened the cap and it shoots fluid out when the pedal is pressed.

That's about all I've checked.

Torque converter? Transmission clutch plates? I would love some ideas to check into. I'm handy if I am guided since I've never taken a lift apart and put it back together..... yet!

The same problem with you with a CGP 25h......but also sometimes goes like crazy only forward...... doesn't stop.......
I am thinking about the filter below for the movement.
