Wont run when releasing key

Hello folks, im new here but have years of industrial experience and hope to make lives easier as i hope you can help mine. On this particular yale from the 80's i believe, it will run while cranking key but not when releasing. I have replaced key switch and i have made it run by jumping a hot wire to coil resistor. My question and belief is the anti start controller may have a timer to allow engine rpm for a second before allowing ignition for ease of starting. So if that controller shorts or fails it will not send power to coil. The hiccup is why during cranking? If i jump hot to coil resistor it will crank starter? Odd? Any help its greatly appreciated. I have no manual on this unfortunately. Thanks

I found the issue after finding wire diagram. Someone rewired fuse and installed a glass type fuse holder. The spring in the holder crept over the contact not allowing any current to coil resistor. Found through a voltage drop test. So when cranking its straight hot to coil from key. When releasing key it transferrs to fuse and from there to resistor. This unit also has an anti start controller which the key key powers on cranking and the controller then powers up the start relay.
