Unit beeps once upon switching on; battery indicator lights show 4 lit LEDs - steady at first, then regular blinking. Unit will move forward and backwards, however; when UP button is pressed, unit beeps and will not raise; this repeats each time UP button is pressed. Hydraulic fluid level OK. No codes showing. Internal fuse checks OK.

What you are describing is lift interrupt. The Zapi controller is seeing lower voltage than what you are seeing. Try charging the batteries.
this unit should have an 'upper lift limit cut out switch", that stops lifting when it is activated and can get stuck or bent.

No LED on ZAPI controller. Check 5amp fuse on ZAPI and large fuse on front - both good.
Look on the zappi controller at the LED there and see if/what the blinking sequence is there....
Just switched tiller head controller with another same model Yale electric jack - same symptoms showed up. Other jack was red-tagged but with different symptoms (I think).
I Suspect since you can move the truck fwd and rev that you have a problem with the up down control switches or with the control card in the tiller head........
Just a single repetitive blink, about once per second, all four LEDs at once.
When you say blinking led on dash........how many blinks.....does it blink say two times then pause then blink two again??? This is giving you a code and we need to know how many blinks....

I put a voltmeter across the battery - it read 25V. Meter did not go down when moving jack nor when pressing lift button.
Have a full model AND serial number of the truck???
What is the battery condition...is is charged or dead? Sounds like the truck is foing in to lift cut out mode.....put a voltmeter on the battery and check the voltage when you lift or when its driven and see what it drops to....what voltage is the truck. 24 volt???
