25 Old 4 cyclinder Toyota will not run past idle

4 mechanics ( 3 pros & Me) have worked on this for aboyr 30 man hours. Looking for any thoughts...
FOrk lift is 25 years old and alsways has run fine til now
Starts very easy
each cyclinder is 150 psi
No smoking
Cleaned spark plugs
undid exhaust pipe to bypass muffler ( thought might have been plugged)
Changed gas
cleaned carb and jets ( were not plugged)
cleaned butterfly under carb
replaces points, condensor,rotor cap and rotor
replaced plug wires and ignition coil
fuel pump seems to pump fine ( disconnected and throws gas fine - assuming filter is clean)
adjusted carb settings ( back to orginal now)
ran 2 cans of carb cleaner thu tank
throttle linage works fine - opens fine and fully open
Nothing we did has changed. After idle - rpm stays the same
Airfilter is removed

Runs great at start and idle. JUST will not increase RPM.

Turned out it was the governor. Mechanic took out and bolted card direct. Runs fine now. Sorry I hadn't responded. The group has been great. Mechanic said that it was opening as it should but there must had been something way bad! Thanks

It this ever get fixed. My old clark 3fg I think is what it is, anyway I have the exact same problem. I checked compression, checked for good spark. Will not accelerate. I put fuel directly into carb and it just stalls out. Will idle for ever. Thanks

bit late i know but it does sound like a broken governor spring. If you did find the problem let us know what you found.

check the ignition condenser,even tho you put a new one in it.

I'm still for removing the governor side plate, starting the engine, then accelerating while watching governor butterfly. if it doesn't move or move irratic of carb butterfly, hold the carb open 1/2 and move the governor butterfly. if it accelerates beyond what you are used to put a governor on it. i had a 2FGCU20 that every competitor in town worked on, and that is what i did to correct the problem.

You can take out the govenor bolt carb to manifold.
How about timing have you put atiming light with engine running skipped gear/tooth we had one Toyota no run fiber timing gear stripped two teeth.
look down the carb does it get fuel going into the manifold spray?
You could put a small amount of gas in egg cupp or smaller down carb when running?
Ok becarfull were safety glass and dont come to me if you loose your eye lashes!

Is there a fuel filter on the carb. inlet side? If so, it maybe plugged or installed incorrectly.

Did test to degree that it can not be stopped with finger pressure over loose end. Didn't measure with pressure gauge. Will run for hours at idle. Ran 2 cans of gas treatments and never misses a beat. With running push throttle down and have sprayed disel stater and gas and doesn't go any faster. Will bog or die.

I assume you tested the fuel pump pressure. I know you can see fuel flow,but is there enough pressure?

Was running fine for 25 years until 1 day it wouldn't go past idle. Will check that the + is going to the correct side. Talked to a guy today that sell governors and he didn't thibnk that was the troble. Under a vacum - the governor opens very easy. Thanks for the suggestions. Mechanic pulled heads and the valves, pistons look fine. Camshaft was fine also. No excess carbon in exhaust manifold or valves. Please feel free to make any suggestions. We have missed the first 50 suspect items so feel free to suggest that 1 in a 1000 thought.

check ignition + is going into the proper side of the coil

Yes in that it will move. If you think that is a big problem - I will recheck. Any suggestions would be greatly appreciated! Thanks for the help!
