Bad Vaporizer?

82 clark c500-30
vff30 lockout
model j vaporizer
ca-100 mixer

Wont start. Checked spark: good.
put vacuum to lockout and it opens
with vacuum on lockout, no hiss out of vaporizer unless I push the prime button.

Is that normal or is the vaporizer bad?

That's normal, engine vacuum draws the vapor in. Check the diaphragm in the mixer.
