RR5700 Lowering problem

The forks on a RR5700 just stop lowering...no wrench. I took PVL out, inspected & cleaned it, reinstalled it...no lower. I put a new valve in, calibrate it and i'm back in business. Few days later the same thing occurs...same repair procedure...same result. This has happened 4x to the same truck. Crown says they're experiencing no valve issues. Any thoughts??

I'm seeing a velocity fuse theme...thank you for your suggestions. I will advise on the outcome.

Is the velocity fuse locking out, it can do when bouncing mast lowering, lower or change raise and lower ramp speeds, and calibrate all hydraulics, or velocity fuse bottom of l/h 2nd stage lift ram
