Error Message: 5 Starter Switch Not Closed

I am trying to find root cause of this error message. I turn key on, motors activate, I place it in forward or reverse - and to this point all is good on the dash, emergency brake is disengaged and dash light is out.
I put into either forward or reverse - no movement. I press the accelerator, tool light comes on and this error code displays.

Does anyone have an idea what is causing this?
