IC truck transmission and braking

I have a question: why do IC sit-down counterbalance lift trucks shift into neutral if an operator leaves the seat / compartment? Trying to understand why they would not automatically shift into "park" or have the brakes automatically applied. Any insights from anyone as to why these trucks are set up this way?
