No foot pedal function

we have a unit that has light on dash and no foot pedal function. will not rev engine. any ideas. we are trying to locate a manual. any ideas ?

"Unicarriers - it would have to be for a dual fuel unit also. Usually a bad cam or crankshaft sensor will throw a E-27 or a E-28 code on the dash panel... If it does not light up and the bulb is bad then it will not start also."
