CDP 40

I have an issue where forklift will NOT shut off when speed setting is in the turtle mode. You can turn off the ignition, pull the key, and everything keeps going like nothing happened. When it is in the rabbit mode, everything shuts off and works as intended. I am looking into the high/lo switch and high/lo solenoid but can't determine actual location on forklift from wiring diagrams. Any help is appreciated.
