I would have thought that, (as what I thought Mr Vitter was speaking about was physical limitations of powered industrial truck operators,) to not have mentioned the new rules/protections regarding weight of operators and their PPE in 'man-up' order picker-stock picker type of units that just came into recognition this last February 2013, seems like omitting an important part of the conversation.
I call it protection, since it now gives firm numbers to the maximum operator weights allowed and with which type of fall arrest device that should be worn. while previously I would have been hesitant to not pass someone severely overweight, now I have a regulation (with firm numbers) to point at as why that person MUST not be permitted to operate that particular unit.
