That has a common type Impco fuel system. You shouldn't have any trouble getting any parts for that forklift. The 2 linkage arms are needed to allow the governor to throttle back the carb at full rpm. You have to hook the hose up from the fuel regulator to the carb to allow the regulator to make the fuel start to flow when the engine is cranking.
