sometimes ev100 gets a problem with "microscopic oxidation" on the pins in the plugs and in the card itself
those 2 wires are for the shunt (current sensor)
the sensor works because it has a very slight resistance across the bar (almost unreadable to a standard multimeter)
the card is measuring the voltage differance between these two wires
clean the plug and the pins in the card with nonconductive electrical cleaner and get a good dialectric paste
ge sells a "plug service kit"( for cleaning and sealing the plugs) available from flight systems industrial products in carlisle pa
or your local mitsu dealer sells this kit too with a specail dialectric the ge reccomends for the plugs

this sensor is not on the main scr panel it is on a sub panel
it is a flat bar with the green and yellow wires (main current sensor is kinda L shaped on the main panel)
you can recognise it as its 1 rectifier(7 rec) that is the same as the 3 and 4 rec also has a shunt bar (with the grean and yellow wires) and the rb contactor it is all mounted on a small heatsink base separate from the main traction and pump panels

past all that though if you have power to the two pins in the pa plug then u might have an internal disconnect in the card in that case get a rebuilt card as they are not very expensive and there is not much left in that error code to check (flight systems has those cards probably ready to ship)
