Not knowing the age of the unit, SN , did you check the power steering motor brushes? Park brake switch? Your travel lever should turn on the power steering if all is normal with others. May also have a pump chopper which your steering turns off if your steering wheel isn't moved. This sensor is below your steering wheel assembly. Make sure the 3 pegs are aligned when installing steering wheel and or isn't broken as well.
