Hey Ian,
Based on the info you provided the first thing that comes to mind are the occupancy sensors for the handles. I imagine if it were outside then the holes could have debris in them. Its the easiest thing to do so its worth a shot. You'll find the holes beside your knuckles when you grab the handles.
