I am working on a 7FGU30 Lift Truck with the 4Y ECS engine. It also has SAS and TWC. It cranks fine and then the ignition relay turns off. Someone has wired an override to feed power to the distributor and it will idle but no throttle response with the override activated. Also, there is a piston/crankshaft/arrow red indicator light (governor???) flashing 1, 2, then 11 times. It has a tach output signal and all wires look and test intact. Any leads would be helpful.
