Having the same problem as Jason Stewart from a few years ago

The problem I am having is this: I will be moving the jack around , the brakes all off a sudden come on. I can move the forks up and down, but the unit does not for in any direction. I have to press the emergency off button, the pull it out. I then will have a functioning jack again, until it happens again. It could be 5 seconds later, or a minute.
Batteries are charged, potentiometer checks out okay, deadmans switch seems to be functioning okay.
Does anyone have any suggestions as to the issue?
