fail on start up

S/N# 5SR3449710
@4000 HRS

unit will fail on start up after new or charged battery plugged in

key on causes long horn application and then fail to finish start cycle
key off and back on starts fine but dash is slow to light up very dim for @20 sec then all restores and runs all day no issues

unless you turn off for @20 min then same issue with fail on start up
new key switch was done but you can turn off and on numerous times all day
with no issues
just do not off more than 20 minutes

is there a capacitor or internal battery in dash ? or somewhere else

no codes only issue is during start up

any help appreciated
