Crown WP3045:
Electrical display does not display, no power after all batteries are separately charged

I have a WP 3500 that has 1 year old Interstate batteries that have been filled and charged separately. I plug in the charger for the unit & the charging light comes on but when I turn on the key, no display or key lights come on. I measured the voltage on each battery and the meter shows 6.4 volts. I don't have a load tester so I can't do a current test. Any ideas?
