Won't shift or move in reverse

Hi I have an old Toyota forklift it has both the model 42-3FGC25 and 40 3FGC25-62188 on the ID plate. I'm looking for any information on this lift. The lift starts and works great in forward but won't shift or do anything in reverse. It doesn't feel like there is a reverse position or detent. Any info would be appreciated. Thanks

There is a solenoid for moving. Check it

Update got off the phone with someone at the Toyota dealership. He was saying that the two model numbers are probably due to a transmission change?
