unit will lock out with 2 people under 300LB total weight No codes

unit will lock out at 4 feet lift when 2 people total weight under 300LB total.
unit will not operate at all has to be lowered from emerg. valve to lower.
But with only 1 person 275LB weight the unit works fine. no codes

Adjust system pressure, if that doesn't help then lift valve or manifold issues most likely, any questions ask on here about adjusting system pressure
