Trouble Shooting lack of power

Hi,
Ive got a S1930E scizzorlift having issues.
Seems to be running in almost limp mode, Rabbit and turtle mode changeover switch make no difference in which position selected.
Battery's are good under a year old. I'm wondering about the charger unit being a bit iffy and not charging batteries properly.
Any ideas ??

More likely in the joystick...however get a 6-12vt load tester and push load test button for a couple of seconds on each battery when fully charged...should only drop slightly and the same on all four...chance high speed toggle or high speed valve/coil faulty too
