Toyota LP forklift runs gets hot, and bogs out

I have a 7FGU30 toyota forklift. engine 4y ECS. I rarely use it. Low hours. Maybe 6 times a year. Garage kept. Now when I run it it starts fine. Then after a minute of two it bogs out, It keeps running, but has very little power. I would say 50% decrease. Then, if you cut it off it won't restart. Let it sit 30 minutes. Starts. Repeat.
Compression is good. By chance I , had a conversation with a forklift mechanic. He stated that it was a common LP problem and the seals in the "LP REGULATOR"? went bad from sitting. He also said I would have to buy a new one @$600.00, as rebuild kits were not available. I am of limited means and would like to make sure every lead is followed before I fork out 600, and find out it's not that part.
Could this be the 8" round device behind the battery. It appears that this is some sort of REGULATOR that the LP goes through.
Electrical, should I clean the cap?
Ignition module ?
Any links to parts or kits etc would be so helpful. I have searched and toyota schematics are nowhere to be found.
