code 11 replaced foot petal switch code still there step on foot petal machine moves a inch then code -11 any ideas or just replace controller measured voltage under 18v

-11 is Accelerator Start Switch On at startup, sounds like either a faulty switch or out of adjustment.

Not sure but is this brake pot fault, or when the voltage is right when switch engages. Without looking at the manual, accelerator pot needs to b at a voltage before the switch engages.
