rc 3020-40 overhead gaurd will not lower , swap out wires at sv 3 and sv 4 with switch in up position it will lower. no switch operation in lower position

Check the mast limit switch. The switch preforms two seperate operations. One part of the switch cuts-out high speed travel, the other portion of the switch prevents the ROHG from lowering when the mast is above free lift. You could also have a relay problem. But check the Limilt switch first,that's at good place to start.
