Check the mast limit switch. The switch preforms two seperate operations. One part of the switch cuts-out high speed travel, the other portion of the switch prevents the ROHG from lowering when the mast is above free lift. You could also have a relay problem. But check the Limilt switch first,that's at good place to start.
