Older Yale glp050 transmission dragging in forward

I have an older yale glp050. I estimate late 90s operates fine in reverse, seems like there is something fighting going forward. With front jack up off the ground both wheels spin freely in reverse when running in neutral, spin freely running in reverse, in forward as soon foot is taken off the the gas pedal the wheels stop. I thought perhaps brakes were dragging in forward but disassembled and found brakes are ok

I work on everything but don't know a thing about forklifts.
