I suggest that you perform the tune-up for the Oscillator Card, too many techs ignore it.
The GE handset is a tool that your employer provides to technicians, I would expect the shop to have at least 1.
Thank you all for the help! I finally narrowed down the issue i am having and it was in fact the relay down below all of the contactors. When it would go in creep mode, i would just barely tap on it and the truck ran normal. the contacts inside are sticking.

You need the G.E. (General Electric) handset in order to perform a tune-up of the Oscillator Card.
It looks like a big calculator with a soft touch keypad and a red LCD display.
I would do the tune-up first before working on the Travel Alarm relay board.
I have checked all other switches including the steer limit switches with everything working as it should. I have bypassed the entry bar switches as well to eliminate that possibility.
As far as the Oscillator card, i have never messed with that so i will do some looking in the maintenance book for that.
I did replace the potentiometer thinking it was that as well so it has a brand new one on it with the correct adjustment from the Ohm meter.
As far as the Inhibit Relay Board, is that the actual relay down by your feet below the contactor panel? I began wondering if that wasn't causing an issue as well. It does seem to make contact when it is supposed to but i know Relays can be sporatic as well. I would bypass it if i knew how to for sure but maybe that isn't an option. Also i have yet to find that actual relay in the book to order a new one but i will continue to look.

Here are a few ideas that might solve your problem:
#1 Oscillator Card, give it a "tune up", you'll need the RC3000 Service Manual and the page that lists the Function Values for the specific model number that you are working on.
#2 The Accelerator Potentiometer might be out of adjustment or it might be worn out and you'll need to replace it.
#3 If the RC that you are working on has a Travel Alarm, it will also have a Travel Inhibit Relay Board that is at the very bottom of the Contactor Panel compartment; remove the metal cover that is behind your legs and find the Relay Board that is at the bottom of same compartment.
If the Inhibit Relay is malfunctioning, then you will need to replace it.
Did you check the entry bar switches?
Thats an odd one for sure. So you've bypassed the brake and deadman switches? Have you checked your steer limit switches underneath?
