No first or second speed only 3rd

Big Joe PDI-24-T09 won't travel forward or reverse in 1st or 2nd speeds only 3rd. The contacts close for both 1st and 2nd speeds but truck still won't go until handle is turned for 3rd speed contact then it jumps forward or reverse. Any ideas to what the problem could be?

Any help with my 1st and 2nd speed problem? I think it's the resistor but don't know how to test to verify that's the problem.

i would check the continuity across the contacts with a vom
if the speed solenoid is pulling in but the motor doesn't engage the solenoid may not be connecting internally. Also if there are speed solenoids there should be resistor coils on a board or mounted near the solenoids, check those resistor coils and connections.
Check the control wiring and also the power wiring for bad connections and corrosion etc.
Having a serial number would be alot more helpful since there is a transistor model too, not sure but this doesn't sound like a transistor control truck.
