Hydraulics do not work

Baker electric forklift. Forward and Reverse work, hydraulics (lift/lower) dont work. Checked battery, fully charge 38v, battery cells are 2.15v, overall battery condition is fair. On the dash panel below the steering wheel, theres a battery light indicator. Green charged, yellow 50 percent and red battery is discharged. So when you cycle key the red light on the battery indicator is flashing.. Almost if the truck thinks the battery is discharged?? So not sure what to check next.
Any help or information would be great. Thanks in advanced.

The battery discharge indicator may be bad. You should be able to bypass it to see if the hydraulics work.
