There is a spark. We use starting fluid and also not start. The starter turns normal.

This code should not stop the truck from starting unless the VSM has a problem. Have you checked to see if you have spark?

POSSIBLE CAUSE
A. HORN OUTPUT DRIVER SHORT TO BATTERY
B. HORN OUTPUT DRIVER SHORT TO GROUND
C. HORN OUTPUT DRIVER OPEN CIRCUIT/HORN +VE SUPPLY OPEN CIRCUIT
D. FUNCTIONAL FAILURE IN CONTROLLER
