Won't Idle

We have a Toyota 8FGCSU20 that is hard to start and when it finally starts, it will only run at high RPMs. If we slowly let off of the accelerator pedal, it begins to surge up and down and if we let off off the pedal completely, it dies. Help please!!!!!!

It may sound silly, but check your oil level, hydraulic level also. this is the first cause of poor power or non-starting.
if that is fine, check your air filter also.
