stuck

Hi, my forklift seems stuck.
when you push the forward lever it seems like it will go but when you accelerate he stays there and nothing happen,

it's an old C500 YS60 35 years old , I recently bought for almost nothing, I assume he stayed unused a couple of years not far from the sea , he is rusty, it was stopped because the brakes weren't braking

edit 1 :
I pulled on the clark with my tractor to see if the wheels are rolling, the clark moved 3 inches forward and it appears that the left wheels are rolling and the right wheels aren't

looks like I need to have a look on what 's going on with those wheels

edit 2 : I removed the axle end assembly and put it on my workbench, brake shoes were locked in the drum, I hammered and disassemble everyting, so now I will go get a new cylinder
