Right drive wheel frozen on 2 machines

I've just taken delivery on 2 c500s100lpg, an '86 and a '93 model. Both have been sitting for a long time out of service, and I'm to get them going again. Both units have right front drive wheel frozen. Parking brake was also stuck on, I was able to tap down the (very stiff) parking brake actuation lever where it enters the parking brake drum, so hopefully that is off. (not sure if that would cause only one wheel to not turn though) The first one I'm working on has the 2 stage master cylinder with inching check valve unit below it, no fluid, rusty master cylinder stuck in depressed position (one pedal controls both inching and braking) I've loosened the bleeders on both drive wheels, and on the inching valve on the transmission (1 speed). Before doing that, shifting into gear it did not seem to even be trying to move, and the engine did not strain at all, leading me to believe the inching valve was depressed, so I undid all the bleeders. I've left it over night to see if the brakes, and/or inching valve relax and have not tried running it again yet. Is there anything else to address before I resort to taking apart the wheel end to get to the brakes?
