Check your wiring. You should be getting bypass full battery voltage around ballast resistor when cranking, it sounds like you are missing the ballast bypass voltage when cranking.

"Unicarriers - it would have to be for a dual fuel unit also. Usually a bad cam or crankshaft sensor will throw a E-27 or a E-28 code on the dash panel... If it does not light up and the bulb is bad then it will not start also."
