Got a big boy, 7000 lb, ser# 70068 with intermittent no lift. Customer thought the free lift bearings were seized, but when removing the pullies and chains, the free lift cyl could still not raise. You can hear the pump forcing, and the engine strains, so there is pressure. I did catch the free stick half way, then raise the tellies. It's not seized bearings as you can raise the carriage up easily with another lift when the failure occurs. I'm guessing the internal valve in the free lift is defective. Also, on initial lift with carriage down, the left main cyl just STARTS TO LIFT, then the free lift travels up. Another Toyota tech claims it's in the hyd valve at lift lever. THEY SEND THE VALVES AWAY TO A REBUILDER for repairs. If it was the valve body, how could it affect the free lift cyl from raising to the top? and lift the main tellies up normally?
