What condition is the battery in? Is it fully charged? What condition are the cables and wires from the Battery to the starter/solenoid,if they are corroded could be your problem? Are you getting full voltage from the start switch(keyswitch) to the start side of the solenoid? I wouldnt rule out the starter as being bad just yet without checking this first.
