I am not making light of any death and we need to minimizes those by operator training - like when need to make it harder to obtain a drivers license for all ages with periodic reviews. It seems once you pass a test a 16 then you get a license automatically until you can't tell a yellow from a white line and many drivers develop real bad habits 'cause no one cares or has courage to try to do something about it.
There is more teeth via OSHA in forklift operator training than there is with the DMV in every state.
