Let's start with basics. Hydraulic fluid level will affect lifting height. Have you completed a pressure check after installing new pumps? I assume there is nothing stuck in the mast or any broken rollers. Suspect something has come apart inside the cylinder to cause an exact stop. Make sure to replace all internal valves. Good Luck
