FG25T-8, NISSAN MOTOR

Having issues with idle, timing, acceleration.

What's been done-
Cleaned carb thoroughly, new cap, rotor, wires, plugs, new distributor, gaskets at carb, timing checked and can not dial in.

Verified vacuum leak with gauge-vac loss found at governor when cover removed and used brake cleaner to snuff out. When sprayed inside. When running unit idles high due to lean condition, does run smooth, idles at 1100RPM or so.

My question is and be mind full this is used in minimal farm/home use not commercial, IE- low cost operation. Can it be bypassed and used with out the governor, obviously be careful not to float the valves? What is the best affordable way to rectify this situation.
