No forward reverse , Mil , S60XLS

New to me S60XLS Government Surplus 830hrs , Diesel , runs , lifts , steers , Parking brake on wont release (handle release's , cables wont follow , even tried to push , no luck) ,red light flashing on dash "check brakes" Guessing won't go in gear while e brake is on , cables wont retract cable housing with handle released, more to ebrake than cable to wheels? Looks like some new wire ends on a few wires at trans. trans fluid clean , clear. what gets activated / energized at trans for motion? Looks like many parts involved in e brake ?
