NO BRAKES!!!!

I have bled the brakes, clear fluid out both wheel cylinders and I've bled the master cylinder before bleeding the wheel cylinders....
STILL I HAVE NO BRAKES!
I have adjusted the park brake to the point it is almost too tight and no change in brakes.
Is there a way to adjust the brakes shoes and if so, how do I get to them? Do I pull a wheel and do like I would on a car or truck, where I would pull the drum and measure the shoes to the drum or is there a way to adjust them with the wheels on???
I am new to the fork lift world as far as owning and maintaining them anyway....
Help me out again guys, I really appreciate your input!
