No brake pedal after I ran placed the brakes and bled them

I'm working on a car FD40KL. I needed to replace the two parking brake cables so I replaced the brake shoes while I was in there. After replacing the shoes I bled the system and had no pedal. It would go to the floor. I bled the system several times and same result. I can't find any leaks and bled the system altogether about an hour. I had good brakes before I did any of the work. If there are any suggestions anyone has for me I would greatly appreciate it.

When you adjust the Brake Shoes up be sure the Hand Brake is off and that there is plenty of slack in the new Hand Brake Cables, after the shoes are adjusted where they just start rubbing the Drums,then Bleed again and fill Master Cylinder reservoir with Brake Fluid, and then adjust your Hand Brake up !

How is the brake shoes adjustment? How much drag is there when trying to turn the wheels by hand?
