Nissan RRN35 with code E 123

Have an older reach truck that intermittently goes into a code E123, brakes slam on, need help desperately!!!!!

Check fuse for steering. Been years since i have tackled one of these. i had one doing similar and if i recall, wafer fuse was blown but would bridge when cooled off.

E123=Steer Volt Error; Steer chopper voltage low
