Mast lifts tilts slowly

If you put in to gear and push accelerator pedal. Carriage lifts /Side shifts and tilts very slowly. So if your moving and trying to lift load it will move very slowly. I have looked through manual cannot find an explanation for this. It seemed to start when I lowered traveling speed limit.
